“A power-assisted bicycle must have pedals that are operable at all times to propel the bicycle.”

E-bikes must have working pedals at all times. Throttle-only bikes (no pedals, or non-functional pedals) are not power-assisted bicycles under Ontario law — they are mopeds. Removing pedals from an e-bike changes its legal classification immediately.
